The National Federation of State High School Associations (NFHS) and the New York State Public High School Athletic Association (NYSPHSAA) have adopted procedures and forms for sanctioning of interstate athletic events.

Sanctions are designed to provide meaningful consequences for violations of University expectations and ensure that students are provided opportunities to access education, counseling, and support. In all cases, the appropriate sanctions will be determined on a case-by-case basis in light of all the circumstances. The presence of substantial mitigating or other appropriate circumstances may result in the reduction or augmentation of sanctioning guidelines.
The following behaviors and sanctioning guidelines are in effect for the Fall 2022 semester. In all cases, the University will consider all relevant facts and circumstances prior to issuing a sanction, and the sanction may be more or less severe depending on the facts of a particular case.
When a student is found responsible for sexual assault, the following guidelines will be utilized by the Sanctioning Administrator, which in student cases is typically the Director of Student Accountability. In all cases, the sanctions assigned to a student found responsible will depend on the full context in which the offense takes place. The Sanctioning Administrator is expected to use judgment in applying these sanctioning guidelines.
All amateur events must also be sanctioned by an approved amateur sanctioning body. Once approved, documentary proof of the sanction must be attached to the application for licensure from the State Athletic Commission. Once an event is sanctioned by an amateur sanctioning organization and licensed by the State Athletic Commission, it will be supervised by the amateur sanctioning organization.
Community Standards and Student Responsibility (CSSR) utilizes standard sanctioning guidelines for alcohol and marijuana related referrals. The guidelines listed below are used by hearing officers within CSSR and Housing and Residence Life (HRL). While the guidelines below are general practice, hearing officers may propose different sanctions based on specific information shared during the Community Standards Conference or based on what information is available in the referral.
The following sanctioning guidelines are for typical for a first time finding of a violation for the respective charge listed below. However, First offenses of this behavior may result in probation, suspension or expulsion due to the severity of the behavior and/or the presence of aggravating circumstances associated with the alcohol consumption.
A. No event in which amateur participants compete in martial arts shall be authorized in the Commonwealth unless the amateur event is conducted by a sanctioning organization approved by the Director. Only the results of amateur events conducted by a sanctioning organization in good standing and in compliance with this section shall be recognized for purposes of reporting bout results to a national database or official registry. Every sanctioning organization, insofar as practicable, shall observe and apply the unified rules adopted by the Association of Boxing Commissions. Notwithstanding any other provision of law or regulation, for purposes of amateur martial arts events, weight classes and bout rules governing round length, judging, and scoring shall conform with the Association of Boxing Commissions unified rules.
4. Assign a sufficient number of qualified officials, including locker room inspectors, judges, timekeepers, and referees, to protect the health and safety of amateur martial artists and the public. Duties of the referee shall include (i) providing prefight instructions to the contestants; (ii) ensuring that each amateur martial artist is wearing gloves supplied by the sanctioning organization or event promoter that are in new or good condition, weighing between four and six ounces; (iii) exercising supervision over the conduct of the bout and taking immediate corrective action when necessary; (iv) immediately stopping any bout when, in his judgment, one contestant is outclassed by the other, injured, or otherwise unable to continue safely; (v) striving to perform his duties in a manner that does not impede the fair participation of either contestant; (vi) consulting, when he deems appropriate, with the ringside physician on the advisability of stopping the bout if either contestant appears injured or unable to continue; (vii) counting for knockdowns and knockouts, determining fouls and stopping contests, and immediately stopping any bout if one or both contestants are not putting forth their best effort; and (viii) ensuring the health and well-being of the amateur martial artists to the greatest extent possible; and
D. Any sanctioning organization seeking approval under this section shall make a written application on a form prescribed by the Director. The application shall be accompanied by a fee of $500. The Director shall annually approve sanctioning organizations whose applications satisfactorily demonstrate evidence of standards and operations in place that are at least as rigorous as and limited to those required by this section. Following an informal fact-finding proceeding conducted pursuant to § 2.2-4019, the Director may withdraw his approval of any sanctioning organization that has failed to comply with this section based on (i) the review of the annual report submitted by the sanctioning organization or (ii) review of a complaint received pursuant to subdivision A 8 of § 54.1-201 or § 54.1-307.1.
E. A sanctioning organization seeking approval from the Director shall provide documented evidence (i) of operation as a business for at least the immediately preceding three years; (ii) of at least five years of experience as a sanctioning organization representing at least two different promotions during such five-year period or that the principal officers have at least eight years of experience working as a referee or head official for an established sanctioning organization without adverse financial or disciplinary action in any jurisdiction; (iii) indicating that none of its officers, employees, or agents, directly or indirectly, has any pecuniary interest in, or holds any position with, any business associated with a promoter or otherwise operates for the sole benefit of a single promoter; and (iv) of assurance that events will be conducted in a fair and impartial manner with avoidance of any impropriety or appearance of impropriety.
F. Each approved sanctioning organization shall submit an annual report to the Director on or before February 1, with a summary of the events conducted for the preceding calendar year. The Director may address any operational or compliance issues with the sanctioning organization consistent with and in furtherance of the objectives of this section. The Director shall not intervene in the internal activities of a sanctioning organization except to the extent necessary to prevent or cure violations of this section or any statute governing the persons or activities regulated pursuant to this chapter.
G. The Commonwealth, the Director, the Department, and any employee or representative shall be indemnified and held harmless from any liability resulting from or caused by a sanctioning organization or persons conducting activities on behalf of such regulant.
All interstate and international sanctioning applications must be completed online with the NFHS (National Federation of State High School Associations) at www.nfhs.org. Paper sanctioning applications for interstate and international events are not accepted. All fees must be paid by credit card or electronic check to the NFHS when requested by email notification. Different instances of a violation of the same student conduct policy rarely look exactly the same, and thus require detailed analysis and consideration when sanctioning. This analysis must include contemplation of certain case specific circumstances that either make a violation more or less severe than other instances of the same violation. Additionally, prior violation(s) of the Code of Student Conduct will always be considered as circumstance(s) that could potentially increase sanction(s) for a current policy violation. The number of prior cases and the severity of those past violations should be carefully considered, and prior violations for the same offense (e.g., student currently being sanctioned for non-consensual sexual touching has a prior violation for the same offense) should be viewed as particularly exacerbating.
The WFTDA Sanctioning Policy outlines the requirements for WFTDA-sanctioned and Strength Factor Challenge games and tournaments to count towards WFTDA Rankings points. Failure to meet the requirements outlined in this document could result in sanctioning being rescinded from a game and loss of game eligibility for WFTDA Rankings points (updated June 2020).
Any league participating in a WFTDA-sanctioned game is required to indicate that they have completed the recommended process to reach Tier 4 of the WFTDA COVID-19 Guidelines to Return to Roller Derby (document available on the new WFTDA Higher Logic community for Skater Representatives). League administrators must indicate their Tier status in the WFTDA Member Portal and the individual submitting sanctioning, or approving sanctioning as a visiting league, must certify this status when submitting the sanctioning application. The WFTDA Sanctioning Committee will review the status of all participating leagues before approving the sanctioning application. Should a league not appropriately represent the COVID-19 status of their locality to their league members, to other leagues or participants, or to WFTDA, the WFTDA Code of Conduct will be enforced. 2b1af7f3a8
